It identifies issues, some while they are occurring and some proactively.
We haven't implemented the latest released version yet but I do believe there's a lot of improvement needed. There's a lot of room for improvement in administration which I believe CA APM is slowly getting there, with their Agent Command Center. However, the interface and management of the entire APM infrastructure should exist via GUI.
