For L3 /4, I'd look to Akamai Prolexic or Equinix.For L7, I'd need more information to give a proper recommendation.

This answer depends on if you are looking for Network Layer (L3/4) or Application Layer (L7).
I prefer Akamai Prolexic for the former and Imperva Cloud WAF for the latter.

@John Rendy Also, if you are dependent on AWS certificate manager, as other WAF require you to provide your certificates which AWS will not export.
