To my knowledge, It's completely free for up to 10 instances if it is a VM. Use it with Veeam B&R community edition. And 3 instance license per physical server.

All in one solution for VMWare, HyperV, Bare Metal, Cloud, Replica, Application-Aware, CBT, Dedupe, Tape Backup, etc. Free for small office and commercial for bigger model with affordable price. For example, Veeam Community Edition.

For this kind of environment, I don't see a better solution besides Veeam.
You can try Veeam Community Edition Free with full features for 10 instances (10 VM) without paying anything.
