Open enrollment functionality that is easy to navigate for both administrators and end users. It should also have stong reporting capability.

Answered a question: Kronos WFC Scheduler and Ultipro (Ultimate Software) Scheduler
I have not used it personally but I understand that Ultimate scheduling works really well. I also understand that Kronos is a very powerful and robust system.
