Hi - Oracle EDQ is fully Unicode compliant and therefore can process data in any languageā¦.profile, pattern match etc. This would be the same with Informatica and Talend and most other solutions.
What you should take into consideration when comparing solutions is ease of use across the business (rather than developer and IT focused) and agility of the technology platform to enable a quick and smooth roll out. Out of the box DQ & Governance processes are also a must have!
What else should we take into consideration when comparing these solutions? All tools that are being used and their code pages, also capability of reading different languages.

Informatica offers some accelerators which you can use for Data Quality but it is not free.
For ODPQ (Oracle Data Profiling and Data Quality) Its a good product. For multilingual support it would be better to check their certification matrix the same will be apply on Informatica.
Beside this if you are interested in open source, then nowadays Talend is coming up.
Talend Data Quality provide quite good interesting reports out of the box. See if this help you. Good luck.
I can tell you about oracle data quality which provides the support for
multilingual languages. Check EDQ - CDS pack in oracle data quality.
