What is the best solution out there for on-demand website help? I know about Upwork, but that involves me needing to post a job, or got through candidates. Is there anything that lets me connect to a web designer or developer instantly and get help immediately?
I use freelancer.com. There is a large talent pool to choose from and based on community reviews you should be able to find a developer you can count on for a reasonable rate quickly.

There are always people around on the many IRC channels. You could always try to find someone there. Likewise, LinkedIn is a good option. Now that there is the messaging option, you might be able to find someone a lot quicker. Just look around and you will find a huge community of helpful people out there.

There are so many options to get your work done, upwork.com (formally called elance.com), freelancer.com, peopleperhour.com etc. But if it's an ongoing work I suggest you to get partnered with some small company or serious freelancers, the problem with freelancers I faced is seriousness and on time delivery, although they cost quite much cheaper then any partner company. I know quite some good freelancers if you want I can introduce them to you. They are excellent in their fields.

There isn't any place like that, really; you could "try" Craigslist or Fiverr, but you need to know how to wade through the spam, or like Avelinto, above, said, Freelancer.com or similar would be your best bet.
You can also try searching "Web designer portfolio" and seeing whose designs you like, I suppose.
