They need to have a clear understanding of what their real business requirements are. It's an ocean; if you jump in trying to ask yourself what you need to do, you will get nothing in the end. Many times, people get the technology first, and because the business requirements may not be supported in the system, they end up getting lost and paying money for nothing.
