What is the biggest difference between Azure Monitor and SolarWinds SAM?

I am an enterprise architect with experience working in the information technology and services industry.

We are currently evaluating monitoring solutions. What is the biggest difference between SolarWinds Server and Application Monitor and Azure Monitor? Which would you recommend?
