I am researching Cisco SD-WAN and VeloCloud. What are the biggest differences between the two? Which would you recommend?

Cisco SD-WAN has a true software defined architecture separating out the Control, Data and Management/Orchestration layers. It has the best in breed hardware, routing capabilities, integrated Security stack, segmentation, very robust policy definition and an analytics engine. You will have to check on their multi-tenancy capabilities and scale related with the same. Velocloud on the other hand has similar capabilities but has a different architecture where they need the Gateway and the control plane is integrated on it. It comes with some of the Application Quality of Experience capabilities (which is also available on Cisco SD-WAN) but might be limited in integrated security, analytics, etc. They however have a proven record for Multi-tenant deployments which might be important for a CSP
VeloCloud offers a hybrid deployment model i.e. you can have MPLS and SD WAN running simultaneously while Cisco only supports single deployment scenario.
