Active Directory is built-in into Microsoft Windows 10. I'm not an administrator and would not be involved in purchasing decisions for new versions of the software. I have only used the client portion of it, I do not know if there is a cost to using the solution.
For the educational sector, we are getting free licenses from Microsoft because it comes in the HEC program for the Pakistani Government and Higher Education Commission. So we get licenses from the HEC and don't pay any license fees for Microsoft products.

Cost is calculated per user but that does not matter if the alternative is to lose your data because of authentication issues. The priority should be securing your data. Less users means less cost but large-scale operations with 2,000 users clearly have important data within their organization and need to protect it.
