SAP Master Data Governance is a licensed product. While there might be no upfront cost for the MDG component itself, you still need to pay for user authorizations. Licensing can be structured with different terms, like paying an annual fee based on the number of users. Previously, SAP MDG likely had its own specific license with terms based on years of use. The MDG component itself might be included in broader SAP licenses now, but you'll still need to pay for the user credentials to access it. And the installation of the software itself is completely free.
The licensing cost is reasonable. However, our company is trending toward moving to the cloud and away from on-premises solutions such as this one because of the cost involved with server usage.
The pricing and licensing costs are reasonable because people often opt for this specific product since they understand its importance. Hence, the price is not a huge deciding factor when choosing the product.
In my role as a solutions architect, I don't get involved in the procurement side. Different clients have different commercial models for buying the license and I'm not privy to that information.
We have an enterprise license. The whole SAP landscape pricing model is based on the number of users, and the number of transactions. The price could be better, there is always room for improvement in the price.

SAP tends to sell the customer the license, however, they make money on the amount of data. The problem is in Turkey, there are economic issues that affect SAP's sector in Turkey. For example, five years ago, one euro was three Turkish lira, now it's nine Turkish lira, so SAP, now costs triple the amount, actually. SAP is aware of this, and they do try to offer discounts, however, I don't know how much as I'm not in the sales meetings. It's not an aspect of the business I worry about.
The cloud solution is subscription-based, it is paid monthly or quarterly. If the solution is on-premises, it is a one-time fee. As far as I am aware, there are no additional costs.

I don't have any details in regards to the licensing costs related to the solution. IT tends to take care of licensing and procurement.
The cost of the product is not ideal. It will be matched centrally by the global act for us. We have some help with the cost.
