Hi Alfonso, it first depends on what your university needs and what challenges you guys encounter. For me, one of the best rdbms solution is YugabyteDB because of its high availability features and cheaper than other solutions. Some of universities also here in the PH are using Yugabyte as their database.

Hi Afonso, your question is not clear about what you understand as a RDBMS tool. A management tool for your already existing relational database or a tool for development and querying RDBMS. For day by day managing a you should adopt the official Management tool for that database. Another thing you should take in consideration is the fact that although RDBMS specific SQL languages tend to follow a common standard (like SQL ANSI) there are differences and your tool should be able to manage that.

If you use Oracle RDBMS then SQL Developer is a good entry; but there is also Oracle Enterprise Manager (a big tool). For SQL Server, I use SQL Server Management Studio with my own scripts. So my tip make your question more precise and think about your needed support area (admin, development, backup, ....) and do you run on-premise server or in the cloud.
