Not sure what you mean by “as a service”; do you mean saas? If yes, that is exactly how it works. The load generators are hosted by Amazon, HP or Microsoft. It is also possible to setup load testing hosts in house and use them in your load test. Pricing information as well as tool purchase is online saas.hpe.com If you cannot purchase online using a credit card, you can contact a HPE Vendor such as Avnet (www.avnet.com) with pertinent details of how many VU hours you require so that they are able to provide a quote and you can go through with a PO. Be sure to calculate VU hours (number of tests X duration of each test X number of virtual users) You will also need to know the type of VU (Web TruClient or Developer) Web TC will enable you to use the latest 12.53 TruClient protocol as well as standard http/html.

HPE, soon to be Microfocus provide a SaaS Performance Testing solution called StormRunner Load, this provides Virtual User Hour or Virtual User purchases for periods of time. This solution supports the common protocols. EOH have a Load runner in the Cloud solution, which is a service, that covers the full range of protocols.
