My company is currently evaluating different PaaS and SaaS options for a new development platform. If you are able to point out cost comparison evaluations for different PaaS platforms I would be very interested to check them out.
We are currently shortlisting products. Our current platform is SugarCRM community edition which we deliver as a cloud service via Amazon AWS. It imposed many limitations on our product and we investigate two options, a replacement CRM of more current codebase or a PaaS/SaaS platform that will allow us to focus on development of new product with less effort managing version control and deployments.
Since our skill set is in PHP and JS we look at platforms that provide that layer of coding, Yii, Heroku, Cloudbees Jenkins and more. Due to our NGO target market the operating cost is a major consideration which is why we ruled out Salesforce for instance.Â
I'm interested in a cost comparison model for fixed scope project with x number of developers. If you have any information that you think may be valuable please let me know.
It's great to hear that you're exploring different PaaS and SaaS options for your new development platform. Considering your skill set and cost considerations, I recommend checking out this helpful article on SaaS development costs (https://www.cleveroad.com/blog/saas-development-cost/). It will provide you with valuable insights into budgeting and cost factors related to building a SaaS application. Though it may not provide a direct cost comparison for different PaaS platforms, it will equip you with the knowledge needed to evaluate the financial aspects of your fixed scope project with x number of developers and make informed decisions that align with your NGO target market.
Thanks to everyone that posted a response, your insight is priceless. I'm familiar with many of the platforms discussed in the thread. My question was more about organisations that went through similar evaluation process and have developed a method to compare service costs for fixed resource development. If anyone has seen a cost modelling article of value please let me know.

I'd like to add some words about Jelastic PaaS from my side.
It provides perfect support of PHP and JS, has already automated all DevOps processes you might have to perform earlier by yourself (like configuring and maintaining servers, etc.) No additional coding required to move to this cloud.
SugarCRM is also available as 1-click installation package.
And the most interesting is pricing. Jelastic has pay-as-you-go pricing model, so won't ever overpay for unused resources. In the meantime, you don't have to worry if your app will handle loadspikes - Jelastic automatically scales servers basing on load triggers.
Moldata is a really good choice to try the platform.
We use and provide for our customers Jelastic PaaS/SaaS/CaaS/IaaS

looks like suiteCRM is best fit for your requirement.

SuiteCRM is SugarCRM supercharged.
SuiteCRM uses the latest edition of SugarCRM Community Edition and includes extensions that enable users to access all the rich functionality that previously was only available in the paid-for editions of SugarCRM Professional Edition.
SuiteCRM is entirely free. You can acquire it for no cost, modify it, use it and distribute it. It's yours to do as you please. It's open source.
SuiteCRM is completely upgrade safe. Any capable SugarCRM consultancy will be able to modify it, support it and host it.
You can use SuiteCRM secure in the knowledge that there is a community of hundreds of thousands of users and developers that know SugarCRM and can help with any issues.
As SuiteCRM matures we will gather a community of developers and supporters to maintain, extend and support it. Our aim for
SuiteCRM is to be the most complete and widely used open source CRM globally.
SuiteCRM will always be open source. There is no hidden agenda to charge for additional functionality. As we develop new modules and improve existing ones the code will be made available free of charge.
SalesAgility has been developing SugarCRM since 2006. We're amongst the most knowledgeable and capable SugarCRM consultancies anywhere in the world.
Please check out Hewlett Packard Enterprise PaaS and Saas integration with HPE Helion Cloudsystem at www8.hp.com . Here’s a good read on Monetizing cloud services – HPE platform for Saas.
HubSpot - It is free - It is quite good - Has integrated phone calls for an
excellent price. The company is young and flexible. It deals with leads and
lead tracking in a completely unique way.
I use it for tracking leads to sales.
For support I use SpiceWorks helpdesk - Again free - quite good.
As a former sales engineer, sales person and support engineer, I appreciate
good and paid for support. However, as a small business owner, cash is
king. Project costs savings of buying paid for products are just not
supported in my business plan.
Azure supports PHP, JS and SugarCRM. It make simple the administration of
applications.
Is a good option to development associated with visual studio and visual
studio online.

Have you evaluated Cloudfoundry ? In the market there are
several distros. Pivotal, IBM, HPE, are among the most recognized vendors
offering support to this open source platform. More than the cost
involved is more important to know what are you looking to do with this. Is
you intend to develop on top of specific applications, like Salesforce.com,
you could be attracted to make leverage on the existing development
ecosystem for this application and its own tool ecosystem, this is the case
of Force.com. Otherwise you may pretend to create applications that are not
specifically tied to any proprietary platform like is the case of
Cloudfoundry. This last option is "compatible" with almost all the
languages options you mentioned and also supports container technologies.
The kind of "libraries" or platform services included in Cloudfoundry are
more horizontal that the options you may find on other specific application
ecosystems. Depending on your strategy, one type of platform may be more
convenient than other. Then you can start identifying specific features,
support model, and related costs to make a proper evaluation. Please let
me know if my feedback is useful for you.
Hi there,
This is Vincent from www.wavelet.net. We develop applications using serverless architecture platform using AWS Lambda. The platform is completely open, and it is very cost effective.
Developing applications these days are increasingly more challenging, the server based web applications, regardless of whether it is in php, java, javascripts may not scale well, and the coupling of business logic make things more complicated for extension and continuous upgrades.
The idea is to make use of event driven (message queue), workflow driven, 2-phase commit, online/offline , cross platform , api-based technology to develop the next generations architecture.
Please contact me, vincent@wavelet.net if you wish to discuss more, cheers.

You should check out the Google Cloud Platform App engine or container
engine. It is the best PaaS service at the lowest overall cost because they
charge based on the usage model, can be up to 50% lest costly than
Microsoft Azure or AWS. There are several CRM platforms that can integrate
with the GCP. If you need some help to get setup on the Google Cloud
Platform I can help you out.
As per your query you want to develop CRM solution which can be scalable and efficient.
You also need CI(Continuous Integration) of development and hosting server.
In this scenario you can develop solution using NodeJs and MongoDb.
Advantages
1) NodeJs server can be deployed on any platform.
2) Updates in application can be can be easily updated on hosting server.
3) MongoDb is horizontally scalable.
4) Less Development time.
If one if looking at at PAAS for a new Dev platform one of the best ways forward may be Openstack, with all the new borne in the cloud, Cloud native applicaitons.
Try Cloud Foundry with OpenStack of Cloud Foundry with AWS, since your
requirement is LAMP stack, that solves your requirement easily.
Feel free to let me know if you need more details
Salesforce offers NGO pricing to Non-Profit, have you check that out?
Meanwhile... if your requirement is complex... building it up, and maintain it might cost a lot more... Just my thought~
