Is it better for organisations to slowly consolidate and demise tools in the process of optimisation, or, alternatively, should a standard be set and compliance used to enforce?

Hello. In the past, I have been participating in the two scenarios:
One named green field involves installing all the BSS applications from scratch. The advantage of this scenario it's that you install the newest versions of the platform selected with the best practices, this scenario is rare in a big enterprise. That's because usually big enterprises grow depending on the business needs.
The disadvantage of green field it's that you have to transform (ETL) all the data from legacy systems to the new platform, and it usually takes a long time and a lot of planning.
On the other hand, migrating and standardizing applications one by one usually takes more time, because you have to plan upgrades first on non-production environments including integrations with other systems and testing the applications prior to doing the upgrade and reviewing compatibility with all the integration, the analysis in this scenario usually takes time also.
Whether you choose any of the scenarios, a key to the success it's to have good planning and have the right team for that.
