What is the best solution (lowest latency) to reach Edge locations that use 5G network to connect Point-of-Presence (PoP) devices?

Based on you using the term PoP I'm going to assume that the context of your question is Service Provider. Single Mode fiber (10 km or even 40 km) is the most obvious answer, but likely one of the costliest in securing Right of Way and construction costs.
Depending on the details of the environment, don't forget licensed microwave point-to-point as a possibility. Heck, that's how MCI toppled Ma Bell back in the day. If this is not SP and has any kind of Compute required, e.g., IIoT / SCADA, make sure to consider ruggedized Edge Computing in the PoPs too.
You'll get better answers with a few more details. Is this a 5G Massive MIMO base station backhaul scenario or something else?
WAN Edge solutions are crucial for modern enterprises to optimize and secure their wide area network connections. They integrate multiple functions such as routing, security, and WAN optimization into a unified platform.
